A Bayesian length-based stock assessment model was applied to PAU 4 to estimate stock status and yield. A reference period from 1991–93 was chosen by inspecting the biomass and exploitation rate trajectories from the MPD. This was a period after which exploitation rates increased and then leveled off, and after which biomass declined somewhat and then stabilised. It is not intended as a target.

Assessment results suggest that current recruited biomass is 1450 t (5% to 95% range 770 to 2330 t), and that the current exploitation rate is 19% (12% to 33%). Current recruitment biomass is estimated to be just above BAV, but with high uncertainty (83% to 125%). Current spawning biomass appears higher than SAV, (130%), but this conclusion may be sensitive to maturity ogives.

Projections suggest stable recruited biomass, with a median of 20% increase (1.5% to 38%) and a more uncertain spawning biomass (median 4% decrease, 90% range of 18% decrease to 16% increase). The 2007 recruited biomass could be above BAV (median 26% increase), but is uncertain (12% decrease to 40% increase). The 2007 spawning biomass is similar.

These results suggest that the current catch level is sustainable, but with considerable uncertainty. Major uncertainties not reflected in the model’s uncertainty estimates are described above and require this assessment to be treated with great caution.

A stock assessment of PAU 5A was undertaken in 2006. Spawning biomass was estimated to be 382– 619 t. This was projected to decline to around 60% (range 40% to 150%) of its 2005 level in the following 3–5 years, at 2004–05 total catch levels of 156.95 t. The exploitation rate was estimated to be 35–55% for this period and its upper bound of 65% in the following 3–5 years.

At face value, these results suggest that the current TACC and recent catches were not sustainable. These results are dependent on the RDSI adequately indexing thebiomass in the whole of PAU 5A.

This may not be the case. The Plenary could not agree on the applicability of the assessment projections to the whole of the PAU 5A stock. However, the results suggest that catches at current levels within the Dusky, Chalky and South coast areas of PAU 5A will result in further depletion within these areas.

The stock assessment was updated in 2007. A Bayesian length-based stock assessment model was applied to PAU 5B to estimate stock status and yield. The agreed reference points used were the average spawning and recruited biomass, SAV and BAV respectively, from a reference period of 1985 to 1987. This period was chosen because in these years spawning and recruited biomass had stabilised following a ‘fishing down’ period that started in the early 1970s. The assessment also used the minimum spawning and recruited biomass observed in the model’s reconstruction: SMIN and BMIN.

The assessment suggests that current biomass estimates (S07 and B07) are well above the minimum reference levels SMIN and BMIN. This was true in all MPD sensitivity trials and in the MCMC. Projected biomass (S10 and B10) is highly likely to remain above these reference levels; in the MCMC projection, biomass never fell below BMIN or SMIN.

The assessment suggests that both spawning and recruited biomass are below the target levels SAV and BAV. Spawning biomass was estimated at 75% of SAV, (5th to 95th quantiles 66% to 85%) while recruited biomass was estimated as 87% of BAV (77% to 100%).

MCMC projections suggest that spawning biomass was more likely, (61%), to increase than decrease under current levels of total catch, and is likely to remain below SAV for the next three years. In contrast, recruited biomass shows a tendency to decrease, (6

A Bayesian length-based stock assessment model was applied to PAU 5D to estimate stock status and yield. The period 1989–96 was chosen as a reference period because in this period, exploitation rate and the recruited biomass were relatively stable.

The median mid-year recruited biomass estimate ranged from 172 t to 362 t depending on which runs were looked at (5th and 95th percentiles 114–533 t, across all base cases); the median spawning biomass estimate ranged from 371 t to 1390 t (271–2218 t). The median and upper percentiles for both current recruited and spawning biomass were less than the reference years 1989–96. The assessment indicated that the median exploitation rate ranged from 23.5% to about 45% (17–61%).

Five-year projections made with 2006 levels of MLS and catch show a 37–96% chance that recruited biomass will be greater than 2006 biomass (4–63% chance of decrease), a variable chance that it will be greater than the reference level, and variable chance that it will be above the minimum historical level. For spawning biomass there is a 75–95% chance of increase above the current level, 0–18% chance of exceeding the reference level, and a 2–24% chance of decreasing below the historical minimum. Median projected exploitation rate is 17.4–49% (11.4–65%).

The stock assessment results were equivocal. The Working Group noted that the future direct

A Bayesian length-based stock assessment model was applied to PAU 7 to estimate stock status and yield. 1985–87 was chosen as a reference period, because the model suggests that in these years biomass had stabilised following a ‘fishing down’ period that started in the 1970s, and the exploitation rate was moderate compared to later years. 

The assessment shows a depleted stock. The current spawning and recruited biomass levels are both much lower than they were when the catch data begin in 1974 or CPUE data begin in 1983. Both are lower than the agreed reference levels from 1985–87: spawning biomass has a median of 93%, with 5–95% range of 79–114%; recruited biomass has a median of 54% (46 65%). Both medians are below the agreed limit biomass reference points. Current exploitation (poorly determined because it depends on the assumed value for Umax ) is estimated to be 37% (33 42%).

Under the base case the model predicts that the stock may reach the reference level within 3 years.

Assessment results suggest that the current catch level is sustainable and the stock is likely to increase over three years. The list of cautions discussed above under “other factors” should be read in conjunction with this statement. Potential problems with the model are likely to cause model results to be optimistic.
